7th Pay Commission: More than 50 lakh central government employees have been waiting for an announcement by Prime Minister Narendra Modi to increase fitment factor on August 15. With just 9 days to go people are waiting with all eagerness for an increase in minimum pay to Rs 26,000 from Rs 18,000. There has been a demand to increase fitment factor to 3.68 per cent from the current level of 2.57 per cent. While the decision to increase fitment factor is still pending, here are a few states (BJP and non-BJP ruled states) that have decided to implement recommendations of 7th Pay Commission. The Harish Rawat-led government is the first government to implement the recommendations of the commission. The government has also approved a hike in the dearness allowances by 2 per cent.

Uttar Pradesh

Uttar Pradesh also approved the recommendations with at least 20 per cent hike in salaries. The approval was given at the time of Akhilesh Yadav when he was serving as the Chief Minister. The announcement expected to put Rs 27,000 crore financial burden on the government.

Jammu & Kashmir

The Jammu and Kashmir government has also approved the recommendations. The government announced a pay hike of 23.5 per cent for its employees.


The Haryana government has given the go-ahead to recommendations. The government also increased the ambit to include contractual employees such as Anganwadi workers and data entry operators.

Madhya Pradesh

Madhya Pradesh announced an increase of 14 per cent for all its state government employees.


Devendra Fadnavis is the latest entrant in the club. The 7th Pay Commission will be implemented for government employees in Maharashtra from January 2019. The increase in salary will put a financial burden of Rs 21,000 crore on the exchequer, as per the government estimate Rs 4,800 crore in the Budget, the chief minister said.


Goa has announced the implementation of the commission recommendations before the model code of conduct became effective on January 4.


On 13 June an average 19.68 per cent pay hike was announced by the Tripura government announced with effect from 1 April 2017.


Nitish Kumar Bihar Chief Minister has recently made the announcement that Bihar University teachers will soon get salary hike under the 7th CPC. The announcement was made during the inauguration of the Patliputra University.
Kumar has directed the education department to form a committee on this.


The Mizoram government has also agreed to pay state government employees in accordance with recommendations of the seventh Central Pay Commission. The state cabinet recently met under the chairmanship of Chief Minister Lal Thanhawla and approved the increase in salary. The state government employees will get benefits with effect from September 1, 2018.

BJP-ruled States

Recently, BJP which is power at the centre, as well as 19 other states, claimed that all state government employees are getting their salaries and benefits under 7th Pay Commission.

“In the 19 states where the BJP government is in power, employees are getting their salaries according to the 7th Pay Commission,” Assam Minister Himanta Biswa Sarma said while campaigning for the party in Meghalaya where the elections are due this year.

The BJP is in power in Arunachal Pradesh, Assam, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Madhya Pradesh, Maharashtra, Manipur, Rajasthan, Uttar Pradesh and Uttarakhand. In five other states – Andhra Pradesh, Bihar, Jammu and Kashmir, Sikkim and Nagaland – the BJP is also in power and are playing a role of a junior ally in the ruling alliance.
