The Central Secretariat Service Forum has recently raised the issue of the delay in forming the commission. The forum wrote to the Prime Minister stating that the 7th Pay Commission was formed about two years before its implementation date. This gave the commission sufficient time to conduct an in-depth study and submit its recommendations.

• The central government approved the 8th Pay Commission in January 2025, but it has not yet been formed
• The term of the 7th Commission is soon coming to an end (December 2025).
• In this situation, the benefits of the 8th Pay Commission should also reach central employees on time.

• The appointment of the commission’s chairman and members, as well as the start date of its work, should also be fixed so that the commission can submit its recommendations on time.
• The forum suggested that the commission’s recommendations should be made effective from January 1, 2026.

According to this estimate, if the notification for formation is issued in November, the recommendations may come by November 2027. After that, one might have to wait until January 2028 for them to be implemented. However, sources indicate that the government could introduce a formula under which the recommendations could arrive in less than a year. In that case, the Pay Commission’s recommendations could be implemented from the beginning of 2027.
