In a new setback for Indian students planning to study in the United States, the Donald Trump administration has proposed a 15 per cent cap on international undergraduate admissions as part of its broader crackdown on student migration. In addition, no more than 5 per cent of students from a single country would be allowed to enroll at any given university, according to reports. The proposal is detailed in a nine-page White House memo titled “A Compact for Academic Excellence in Higher Education.” The new rules would initially apply to nine major U.S. universities, including the Massachusetts Institute of Technology (MIT), Dartmouth College, and the University of Pennsylvania. These universities have been asked to follow the new requirements to continue receiving federal funding and benefits.

The memo reportedly goes beyond student limits, also outlining changes in faculty hiring, academic standards, and campus culture. Universities have been asked to:

  • Publicly share test performance data of admitted students.
  • Ensure all applicants take standardised tests such as the SAT.
  • Freeze tuition fees for five years.
  • Keep campuses apolitical and screen foreign students to ensure alignment with American or Western values.

The policy also mandates that universities freeze tuition fees for five years, ensure race‑ and gender‑neutral admissions, and require international students to undergo testing and screening for alignment with “American values.”

Currently, more than 3.72 lakh Indian students are enrolled in various U.S. universities, according to the Student and Exchange Visitor Information System (SEVIS). The proposed restrictions could significantly limit future admissions and increase competition for Indian applicants seeking to study in the U.S.

How are people reacting to Trump’s new diktat?

Reacting to the Trump administration’s new education policy, several people took to social media to express concern and criticism over the proposed restrictions on international student admissions.

A doctor, commenting on X (formerly Twitter), said: “This new rule will significantly impact international students. Admissions will become tougher, especially for students from countries with many applicants. Scholarships and career opportunities may also become limited. For the US, this could reduce the talent pool and cultural diversity.”

Mocking the move, another user wrote sarcastically: “After H-1B visa changes, the US government has now asked colleges to limit international students to 15 per cent of enrolment, and no more than 5% from any single country. Turns out America’s biggest fear is MBAs and techies from China and India.”

Questioning the logic behind the policy, a third user pointed out the economic contributions of immigrants and international students, saying: “People like Elon [Musk], Satya Nadella, and Jensen Huang all started with H-1B visas and went on to create trillions of dollars in value and millions of jobs. So is that bad? Also, international students spend nearly half a million dollars studying in the US — isn’t the US benefiting from that?”
