For many, clearing the UPSC exam and becoming an IAS officer is a dream come true. But have you ever wondered, how can an individual become an IAS? Well, to become an Indian Administrative Service (IAS) Officer, he/she needs to appear for the Civil Services Examination and secure a good rank. Only then can a candidate be selected for the IAS position. Many officers make headlines due to their work, accomplishments, and promotions. In this article, we will discuss one such IAS officer, Vinod Kumar, who has been found guilty for the eleventh time in the Odisha Rural Housing Development Corporation scam.
Vinod Kumar, an IAS officer from the 1989 batch of the Odisha cadre, has been charged in yet another corruption case. Earlier on Tuesday, the Bhubaneswar Vigilance Court sentenced him to three years in prison and imposed a fine of Rs 50,000 for misappropriating funds. He had previously been convicted in 10 other corruption cases.
Vinod Kumar, an IAS officer, holds B.Tech and M.Tech degrees in Mechanical Engineering. After joining the IAS in 1989, he was found guilty in a case where he illegally approved a loan for Messrs City Builders, causing harm to ORHDC. He was convicted alongside six other individuals. This isn’t the first time the ORHDC scam has come under scrutiny. According to a News 18 Hindi report, back in 2000, a loan was sanctioned to Messrs Home Life Builders for the construction of 38 duplexes, with accusations of distributing funds based on fraudulent documents.
Sri Vinod Kumar, IAS, Ex-MD, ORHDC, who was charge sheeted by #Odisha #Vigilance for illegal sanction of loans to M/s City Builders causing loss to ORHDC, was sentenced along with 6 others to 3 years jail & fine Rs.50000/-. He was convicted in 10 corruption cases earlier.

In this corruption case, the former company secretary of ORHDC, Swasti Ranjan Mahapatra, pre-loan sanctioning officer Umesh Swain, and two managing partners of the builder company have been arrested. Vinod Kumar, Swasti Ranjan Mahapatra, and Umesh Swain face serious allegations of conspiring and unlawfully benefiting the construction company. This case sheds light on the lack of transparency in government institutions in Odisha.
