Prime Minister Narendra Modi, leading the current National Democratic Alliance (NDA) government at the Centre, has already declared that India now no longer needs the Planning Commission during his Independence Day speech. Now, the NDA government is quietly trying to do away with the Union Public Service Commission (UPSC) and the Staff Selection Commission (SSC) – the two agencies responsible for for the past two decades. The Cabinet Secretariat has already invited private recruitment agencies and companies to undertake recruitment of personnel to technical and non-technical at various positions. All the Central Ministries and departments come under the aegis of the Cabinet Secretariat and they might soon follow suit by engaging private recruitment agencies to fill up their vacancies, instead of going through the UPSC and the SSC route. If this happens, soon the UPSC and the SSC will have no work to do and will become irrelevant. The UPSC is responsible for recruitment to Group ‘A’ Central Civil Services and gazetted Group ‘B’ posts in all-India services. It also recruits commissioned officers in the Defence forces of India. It holds more than a dozen recruitment exams for these government jobs. The SSC, on the other hand, was set up by a government resolution to recruit to non-technical Group ‘C’ posts and non-gazetted Group ‘B’ posts in government services. However, the Cabinet Secretariat director Basant Swarup has chosen to bypass both these agencies to issue a public notice on September 17 to invite private recruitment agencies and companies to fill up its vacancies. The Cabinet Secretariat will fix the eligibility criteria for the posts and the selected agency will have to scrutinise applications of the candidates according to it.

The agency must have the resources to prepare the database and conduct the too. For the exams, the chosen agency will set the question papers and evaluate answer sheets too. The recruitment agency will have to conduct the exams in major cities, including the cities in the Northeast.
