New Delhi, June 1: Karnataka farmers, seeking farm loan waiver, may now have to link their Aadhaar number and Permanent Account Number (PAN) with the loan waiver scheme to get their loan waived. According to a Bangalore Mirror report, seeking inspiration from the CAG audit of the Centre’s loan waiver of 2008, the Karnataka government has been mulling linking of PAN, Aadhaar and tenancy certificate with the scheme. The development has come a few days after Chief Minister HD Kumaraswamy announced that farm loans availed between April 1, 2009, and December 31, 2017, will be waived.
The aim behind the Aadhaar linking with the scheme is to ensure that the farmers, who had taken a loan for cultivating crops, get the benefits of the loan waiver and not the ones who took a loan for some other business. Now that the Aadhaar is already linked with Central and State government’s schemes and banks, it would easily provide the financial condition of the farmers and that if they are eligible for a loan waiver or not. The step, the government believes, would reduce the loan waiver burden on it.
The land details might also be linked to the Aadhaar since it is the land details which is basically considered for a loan waiver. The linking would ensure the benefits reach the farmers directly. PAN will help the government in knowing the farmers’ financial condition and to help in identifying the genuine beneficiaries. Similarly, Pahani or tenancy certificate helps in providing details of cultivation on a particular land. Since Pahani charts out the cultivation details, if a land is found to have remained uncultivated during the loan period, the farmer will not be given benefits of the loan waiver scheme.
Days after being sworn in as Karnataka chief minister HD Kumaraswamy called on Prime Minister Narendra Modi and sought financial assistance for farm loan waiver — a ‘priority’ for his government. He also said that he will resign if he fails to waive off the farm loan. “I have clearly said that I will waive farm loans. I had promised during election that I will do it in 24 hours. That is true. At least you should give time to breathe. Today, I have limitations. If I don’t do it, have clearly said that I will retire from politics and I will resign as chief minister. Why cannot you wait for some time?,” Karnataka CM stated.
