New Delhi, July 7: A victim of acid attack, Yasmeen Mansuree on Friday moved to the Delhi High Court seeking reservation for the nursing officers’ posts at AIIMS under the Disability Act, 2016 in which acid attack victims are eligible for reservation, after she was not given the quota by the All India Institute of Medical Sciences (AIIMS). Mansuree challenged AIIMS notification in which was denied recruitment for being an acid attack victim. Mansuree’s legal advisor Govind Jee, too pointed out that the advertisement by AIIMS mentions the kind of disability for which a Nursing Officer would be eligible- that is- ‘OL- One Leg disability only, which ends up violating the provision mentioned in the Disability Act, 2016- recognising acid attack as a disability. Acid attack victims have been put under the ‘benchmark disability’, as per the Disability Act 2016 and hence must be given reservation under the PWD quota. It must be noted that even though the government made an amendment in the Disability Act 2016, in which it announced acid attack survivors as beneficiaries of reservation in jobs under the Physically Handicapped (PH) category, it did not issue the same guidelines to the departments concerned.
Yasmeen Mansuree was attacked with acid 14 years ago in her hometown Shamli in Uttar Pradesh after she and her younger sister had objected to misbehaviour of some local boys while they were off to see a circus. Undeterred by the grievous attack, Mansuree completed her Diploma in General Nursing and Midwifery from Jamia Hamdard University in 2014 and later registered herself with Delhi Nursing Council. Since then she has been working as a nurse in various hospitals in Delhi.
Mansuree has a 57 per cent disability and has worked as a nurse at various Delhi government hospitals for the last three years.
