Puducherry, June 16: The Puducherry state assembly passed a resolution on Friday, seeking curtailment of the powers granted to the Lieutenant Governor. The resolution came in the backdrop of government’s ongoing feud with incumbent LG Kiran Bedi. Chief Minister V Narayanasamy has accused the former IPS of “running a parallel government” in Puducherry.
The resolution came nearly a week after CM Narayanasamy appealed Ministry of Home Affairs to resolve the governance crisis in Puducherry, which is “blocking the day-to-day administration work”. Narayanasamy also sought an appointment with Prime Minister Narendra Modi to apprise him about the situation in Puducherry.
Narayanasamy has accused Bedi of blocking nearly a dozen files sent to LG’s office for clearance. The files blocked by Bedi are related to – loan-waiver for drought-hit farmers, flight services from Puducherry to Hyderabad and subsidising education for scheduled caste students till post-graduation level, the chief minister alleged.
“There is a drought situation in Puducherry. We wanted to waive cooperative loans to the farmers, but the Lt Governor is blocking it. The matter is under the state government,” Narayanasamy told The Indian Express. He further claimed that LG has approached the MHA to approve the loan-waiver. “So far, no decision has come and farmers are suffering,” Narayanasamy added.
Bedi is accused by Congress legislators of intervening in their constitutional duty, by approaching their assembly segments and issuing orders without their notice. According to Narayanasamy, the LG could issue orders only through the chief minister or the council of ministers.
The action taken by Puducherry assembly is akin to the resolution passed against former Delhi LG Najeeb Jung by the Aam Aadmi Party government last year. However, the Narayanasamy government has not demanded the impeachment of Bedi. The chief minister, while addressing the press last week, said his government does not demand the removal of Bedi, since the decision lies with Centre. “However, we have conveyed to the Home Minister that her style of functioning is disrupting governance in Puducherry,” he had said.
