New Delhi, Nov 23: Every government at the Centre hials Indian Army for protecting borders so that a common man can sleep peacefully, but not everybody understands the plight of a solider. Indian Army last month received 5000 bullet proof jackets. The first consignment of 5000 bullet proof jackets for armed forces has been delivered on 15 October. There is a requirement of 3, 53,765 bullet proof jackets for Indian Army, but the delay in acquisition of crucial safety logistic is forcing jawans to face the brunt of enemy bullets wearing old jackets. In a written reply in Rajya Sabha, Defence Minister Manohar Parrikar revealed some alarming details about the acquisition of bullet proof jackets for armed forces. The statement of Manohar Parrikar showed that there is a delay of seven years by the government in providing first consignment of bullet proof jackets. “The Defence Acquisition Council (DAC) had accorded Acceptance of Necessity (AoN) in October, 2009 for procurement of 3,53,765 Bullet Proof Jackets (BPJs), including quantity 1,86,138 to be procured in the 11th Army Plan. The Request for Proposal (RFP) was issued to 36 vendors on 3.3.2011, but had to be retracted on 8.12.2011 to address issues in respect of conduct of trials,” said Manohar Parrikar in an statement. The RFP was issued again on 7 December 2012 to 39 vendors, however it was retracted on 5 October 2015 as none of the consignment produced by the vendors for trials were found in consonance with the RFP parameters. The Defense Ministry issued a fresh RFP in April this year and the technical evaluation of the offers is yet to evaluated.

To meet the immediate requirement of bullet proof jackets, the government placed order of 5000 life saving jackets in March this year. The order of 5000 bullet proof jackets has been delivered to Indian Army on October 15.
