New Delhi, October 16: Many premier organisations, educational institutions, NGOs have been named in the list of those who have not filed their annual returns for 2015-16 as mandated by the Foreign Contribution (Regulation) Act, 2010, on time. These include Indira Gandhi National Centre for the Arts (IGNCA), India Habitat Centre, Nehru Memorial Museum and Library, Infosys Foundation; educational institutions — Indian Institutes of Management in Lucknow and Kolkata, IIT Kanpur, Aligarh Muslim University, Delhi College of Engineering and Lady Sri Ram College for Women among the 4,717 institutions/NGOs. According to Section 17 of FCRA, the NGOs and organisations concerned should have filed their annual FCRA returns for 2015-16 latest by December 31, 2016. But these organisations have time to submit their annual returns as the Ministry of Home Affairs had given them a grace period of 30 days to do so after paying a penalty, Times of India reported. A public notice was issued in September which asked organisations exempted under Section 50 of the FCRA as well as from the operations of all FCRA provisions to enclose a copy of the order along with their representation.
