Gurugram: Haryana Chief Minister Manohar Lal Khattar made an appalling statement relating to the rise of rapes in the state. Khattar while addressing a gathering in the state said that the maximum number of rapes usually happened between people who already knew each other. He further went on to add that rapes occurred in cases where at least 90 per cent persons know each other. A mere fight between the known provoked them to file an FIR over rape charges, said Khattar. Khattar said, “Sabse badi chinta yeh hai ki yeh ghatnayein jo hain rape aur Chhed chhad ki, 80-90% jankaro ke beech mein hoti hai. Kafi samay ke liye ikhatte ghumte hain, ek din anban hogai, uss din utha karke FIR karwa dete hain ‘isne mujhe rape kiya’”. Khattar has made such appalling comments in the past as well. In 2014, the Chief Minister had said, “girls need to dress properly to prevent rapes.”
Samjawadi Party chief Mulayam Singh Yadav also made a controversial statement in the year 2014 and had said that “rape accused should not be hanged. Men make mistakes.” While addressing a rally in Moradabad, Mulayam had opposed the anti-rape law and had said his party would change the law that entails death for rape. The SP supremo had made a similar statement like that of Khattar and had said, “Boys and girls fall in love but due to differences, they fall apart later on. When their friendship ends, the girl complains she has been raped.”
In 2013, Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat said that the rapes are an urban crime caused by westernisation, and do not happen in rural India rich with traditional values.
