“After abolition of the Planning Commission which was replaced by the NITI Aayog, the states have never been allocated annual plan outlay by the Centre compelling us to prepare budgets without knowing the plan size,” Lalsawta said.  He was forced to seek vote-on-account for two times during the current fiscal covering more than half-a-year due to absence of plan fund allocation and also absence of clarity on the sharing pattern of fund between the Centre and the state on centrally sponsored schemes, the minister said.
