President rule imposed in Manipur after N Biren Singh’s resignation

President’s rule has been imposed in Manipur as BJP leadership failed to name a new leader for the state’s top post.

Imphal: In a major development, the President’s rule has been imposed in Manipur as BJP leadership has failed to pick a name of new leader for the post of the chief minister of the state. The political crisis has taken place following the resignation of N Biren Singh. The Home Affairs Ministry has issued a notification, informing about the President’s rule in the northeastern state of the country.

“I, Droupadi Murmu, President of India, have received a report from the Governor of the State of Manipur and after considering the report and other information received by me, I am satisfied that a situation has arisen in which the Government of that State cannot be carried on in accordance with the provisions of the Constitution of India (hereinafter referred to as the Constitution),” the notification read.

It is noteworthy that, the saffron party failed to name a new leader for the top post even after multiple rounds of discussion between its northeast in-charge Sambit Patra and legislators. On Tuesday, Patra and Manipur party president A Sharda Devi met Governor Ajay Kumar Bhalla on Tuesday over the ongoing political crisis.

The political crisis is deepening in the northeastern state following the resignation of Singh from the CM post. There are also chances of a floor test in the Assembly the next day.

The state currently lacks a full-time Chief Minister, and the deadline for calling an Assembly session within six months expired on Wednesday, February 12.
Congress MLA Thokchom Lokeshwar raised questions over the intention of Sambit Patra’s visit, asking if he is intended to resolve ongoing crisis of leadership.

The grand old party’s legislator stated that Patra initiated talks with BJP MLAs to appoint a new CM. “His visit is to ensure that there is no assembly session and the issues of the state remain sidelined. So far, he has not made any comment either,” the former Speaker added.

Why Biren Singh Resigned As Manipur CM?

Over 250 people lost their lives and thousands were rendered homeless since the deadly ethnic violence erupted in Manipur in 2023. Notably, Singh was a backlash from opposition parties of the state, which also moved a no-confidence motion in the state assembly.

Reports indicated that certain BJP MLAs could potentially support the motion. The Governor of Manipur has scheduled the Assembly session to commence on February 10, 2025.

President’s Rule

During the President’s Rule, the elected government in Manipur is dissolved and its authority and power will be put on hold. After the imposition of the President’s Rule, the Governor of the state assumes the role of the executive leader. It means that the governor will manage the administration on behalf of the President.

The Governor operates based on the recommendations of the Union Council of Ministers, headed by PM Modi.

It is noteworthy that the period of President’s Rule can continue for as many as six months. It can also be extended for up to three years. However, such extensions require Parliamentary consent every six months and must meet specific conditions after the first year.
