With rising tensions between the US, Israel and Iran causing fear surrounding supply and availability of LPG in India, the Indian government has implemented several measures to meet demand and ensure availability. One of the measures is to promote the use of small 5 kg LPG cylinders, which can be purchased without requiring documentation like an Aadhaar or PAN card. These min cylinders will be available at distribution centres so that they are easy use quickly.

As per the existing norms, LPG refills can be booked after 25 days in urban areas and 45 days in rural areas, irrespective of the type of connection.

The Government plans to ease people's access to cooking fuel by promoting the sales of 5 kg LPG cylinders through approved distributors. These smaller cylinders are designed for people without permanent addresses, allowing them to purchase LPG without submitting several documents. Mini variants such as Indane’s Chhotu, Bharat Gas Mini, and HP Gas Appu can be bought quickly—often within minutes—making them a convenient option for migrants, daily wage workers, students, and families who may not have fixed residency. The move is expected to ease access and provide immediate relief to those who rely on flexible fuel options.

The Centre announced on Tuesday that it has doubled the daily quantity of 5 kg LPG cylinders being provided to each state for disbursal to migrant labourers. Since March 23, about 7.8 lakh 5-kg free trade LPG cylinders have been sold. More than 1.06 lakh 5 kg cylinders were sold across the country on Monday against a daily average of 7,7000 in the month of February, the Ministry of Petroleum and Natural Gas stated.

The Delhi government has doubled the LPG supply for migrant workers, with 1,368 cylinders of 5 kg each now available daily, Food and Supplies Minister Manjinder Singh Sirsa said on Tuesday. According to the PTI report, the quota for commercial LPG for migrant workers has been increased from 180 to 360 cylinders per day, with priority being given to the needy, the minister said. According to the statement, to ensure transparency, 5-kg free trade LPG (FTL) cylinders for migrant workers are being distributed through authorised agencies, with Aadhaar verification made mandatory, PTI reported.

Similar to Delhi, Odisha has also witnessed a spike in LPG shortages along with instances of black marketing. In response, the state government has stepped up enforcement to curb illegal sales. Consumer Welfare Minister Krushna Chandra Patra said, “The department has been proactive in its efforts to curb the unauthorised sale of LPG cylinders in the open market at exorbitant rates. There is no disruption in the supply of domestic cylinders, and as per the new guidelines, they are being supplied to urban consumers within 25 days and to rural consumers within 45 days of booking.” The state has also clarified its stance on 5 kg LPG cylinders. While the sale of these cylinders in the open market has been restricted to prevent misuse, there is no ban on purchasing officially marketed mini cylinders from oil marketing companies (OMCs). Students, workers, and migrant labourers can easily buy 5 kg cylinders by showing a valid ID, without the need for address proof.

To tackle cooking fuel shortages and support migrant workers, the district administration in Ludhiana has announced the availability of 5 kg free trade LPG cylinders at ration depots and selected petrol pumps. The move aims to ensure easy access to fuel and discourage workers from leaving the city due to supply concerns.

Unlike the subsidised 14.2-kg cylinders that are used in household kitchens for cooking, the 5-kg bottles are priced at market rates. A 5-kg cylinder costs Rs 549 in Delhi as against the Rs 913 price for a 14.2-kg domestic cylinder.

At a news briefing, Sujata Sharma, Joint Secretary in the Ministry of Petroleum and Natural Gas, said the government vide letter dated April 6 has conveyed that daily quantity of 5 kg free trade LPG (FTL) cylinders in each state available for disbursal to migrant labourers is being doubled based on the average daily supply (number of such cylinders) during March 2-3. She said in February, 77,000 kg FTL cylinders were sold and the sale on March 2-3 was higher than that.
